Mayor de Blasio opened a new $250 million tunnel bringing drinking water from Brooklyn to Staten Island on Saturday, the fourth anniversary of Hurricane Sandy.

He also vowed to complete construction on three-quarters of homes ravaged by the storm by the end of the year.

The administration had originally hoped to finish work on all Sandy-damaged single-family homes by January but blamed delays on “natural tensions between the homeowner and the city.”
