A coalition of artists sued the city yesterday, alleging that new limits on vending in parks violate their constitutional rights.

It is the second lawsuit against the Parks Department over its plan to cap, at 120 per day, the number of vendors allowed in Central Park, Union Square, Battery Park, the High Line and other highly trafficked areas.

An estimated 300 art vendors ply their works on city sidewalks and in parks daily, according to the Parks Department.

The 11 vendors suing as Artists United in Manhattan federal court say their right to free speech is being violated.

The new regulations, which go into effect July 19, allot the 120 daily vending locations on a first-come, first-serve basis.

The Parks Department and city Law Department did not return calls for comment.
