The federal court monitor appointed to oversee hiring at the Fire Department has submitted a $310,758 bill for 53 days of work, leading to howls of protest from the city.

Among the charges filed by monitor Mark Cohen are more than 147.5 hours spent reviewing records in the dispute over whether the FDNY discriminated against minority applicants.

Cohen’s bill covered only Nov. 9 through Dec. 31, 2011.

“The court monitor has not provided an itemized statement that would allow anyone to assess whether the fees and expenses claimed were reasonably necessary,” Michael Cardozo, the city’s top lawyer, complained in a March 20 letter to Brooklyn federal Judge Nicholas Garaufis.

The judge repled the city has no say in the matter, calling the monitor “an agent of the court.”
