The city’s Economic Development Corp. is sitting on $9.3 million donated by private developers that should have been spent on projects dating back a couple of decades, Comptroller John Liu reported yesterday.

Most of the unused funds — $8.9 million — were supposed to go toward the Harlem River Rail Yards in The Bronx.
