The city’s shelters for homeless families are plagued with “obscene” living conditions, just as the de Blasio administration has launched a drive to reduce the number of people living on the street, according to Comptroller Scott Stringer.

Auditors found violations in 87 percent of the 101 housing units they visited.

The Department of Homeless Services doesn’t have enough personnel to oversee the shelters, the auditors said.
