ALBANY, N.Y. — The New York State Commission on Public Integrity has dismissed a case referred from a previous ethics organization alleging a businessman illegally provided an influential state senator with free air travel.

In a ruling announced Monday, the commission says Jared Abbruzzese was not required to register as a lobbyist at the time he offered plane flights to then Senate Majority Leader Joseph Bruno.

Abbruzzese was an unpaid board member of Friends of New York Racing, interested in the state thoroughbred franchise.

Bruno, now retired, is appealing two federal convictions for “honest services fraud” from business arrangements with Abbruzzese, including a horse sale. The U.S. Supreme Court struck down parts of the statute.
