City lawmakers want to bar fly-by-night contractors from preying on the tens of thousands of homeowners who want to raise their homes above flood levels under a new bill introduced yesterday.
The City Council will fast-track the bill — likely to get Mayor Bloomberg’s support — that also requires homeowners to give the city 48 hours’ notice before construction begins.
