August Scotch-Marmo’s father is a lawyer and his mother a screenwriter — and he is suing the city for arresting him for making a cellphone video of cops in action.

The 18-year-old claims the police violated his constitutional rights last year as he recorded “abusive and belligerent” officers responding to reports of a fracas at a Wendy’s in Washington Heights.

His Manhattan federal court suit blames the city “for failing to properly train New York police officers that they cannot arrest people for openly making video recordings of their conduct in public.”

A city Law Department spokeswoman said it hadn’t yet received a copy of the suit.
