In a likely shot at Manhattan Borough President Scott Stringer’s expected mayoral bid in 2013, the City Council toyed during June’s budget negotiations with the idea of slashing the five beeps’ funding, a source said yesterday.

Speaker Christine Quinn, mulling a run herself, did not weigh in. The idea was nixed after Stringer phoned the council, the source said.
