The City Council, under heat at the time from the slush-fund scandal, created the position of chief compliance officer three years ago and then hired Emily Steed, an attorney with a long history in investigations, audits and enforcement.

Steed left last October and hasn’t been replaced, but Council Speaker Christine Quinn insisted in an interview last week that other staffers have continued the compliance work Steed started.

And on the day The Post brought up the 11-month vacancy, Quinn’s staff said the job had just been offered to an in-house candidate and had been accepted.
