Gov. Cuomo is putting the brakes on Mayor Bloomberg’s plan to bring livery taxis to the outer boroughs.

In a not-so-subtle criticism of the Bloomberg-backed bill, Cuomo said that he was working on a new plan that would bring taxi service to parts of the city underserved by yellow cabs.

“The optimum goal is to design a plan that provides taxi access to the outer boroughs, access to the disabled, revenue for the city, and respects the medallion franchise,” Cuomo said in the statement.

“I will not approve a plan that doesn’t [meet those goals].”

The bill that passed the state Legislature in July — which Bloomberg has pushed but Cuomo has refused to sign — has been criticized by the powerful lobby of yellow-taxi medallion owners, who say it could destroy their valuable investments.

Currently, only yellow cabs can legally pick up street hails.
