Gov. Andrew Cuomo ordered an independent review of the bloated and much-maligned East Side Access project to connect the Long Island Rail Road with Grand Central Terminal.

The announcement caught transit advocates by surprise because the long-delayed, $11.3 billion project is mostly complete and scheduled to open in 2022. The project is more than a decade late and $7 billion over budget. “East Side Access will get done or you can bury my heart,” Cuomo told an Association for a Better New York luncheon.

Engineering professors at Cornell and Columbia universities who reviewed the L-train tunnel project will also examine East Side Access.
