Two prominent immigration-services organizations duped thousands of clients into paying exorbitant fees, state Attorney General Andrew Cuomo said yesterday.

His office filed suits against the International Immigrants Foundation and International Professional Association and their president, Edward Juarez, charging that they defrauded immigrants with false promises of citizenship.
