ALBANY — On the same day jury selection began for the trial of former Assembly Speaker Sheldon Silver, a review panel assembled by Gov. Cuomo and legislative leaders issued a tepid report on the state’s Joint Commission on Public Ethics.
“JCOPE has the burden of proof to persuade the public of its independence, vigor and commitment, and . . . it has not . . . carried that burden,” Monday’s report stated.
The review panel’s recommendations included increasing transparency and reducing the size of the 14-member JCOPE.
