Mayor de Blasio appointed a new leader for the Department of Homeless Services on Monday, a year and a half after it lost its commissioner.
Joslyn Cater, who had served as the associate commissioner for family intake, was named department chief. She replaces Gilbert Taylor, who resigned in December 2015.
