Real-estate developers building in certain areas of the city would be obligated to designate at least 25 percent of apartments for poor and working-class tenants under newly proposed rules released Monday by the de Blasio administration.

“It would foster economic diversity in neighborhoods,” said City Planning Commission chairman Carl Weisbrod.
