Comptroller Tom DiNapoli is probing billions of dollars of state spending related to Hurricane Sandy for potential price-gouging and bid-rigging.

DiNapoli ordered the review a month after he forced one vendor to slash its price by more than $63,000.

DiNapoli questioned a $330,000 bill for generators from Dynasty Chemical Corp. in Albany County.

He said he sent the invoice back to the Department of Homeland Security to renegotiate a lower cost, saving $63,000.

The company declined to comment.

DiNapoli said contracts issued under emergency conditions are stressful and run the risk of bid-rigging, price-gouging and favoritism.

He is also posting Sandy contracts on the offical comptroller’s Web site to increase transparency for the billions of dollars in mostly federal funds being spent on recovery.

Because procurement laws were temporarily suspended after the hurricane, DiNapoli said, “State agencies entered into emergency contracts, many of which did not require my office’s approval.”

Now, he said, he wants to “make sure contracts were awarded fairly.”
