A hulking crackhead was busted as he burglarized an Upper East Side apartment building reportedly owned by the Bulgarian Consulate, law-enforcement sources said yesterday.

Matthew Hults, 47, who has done two stints in prison for attempted burglary and attempted robbery, followed a tenant inside the building on East 86th Street Sunday at about 5:20 a.m., sources said.

He went straight for the laundry room, where he allegedly tried to pry open several doors.

Surveillance video caught Hults entering the building and a security company quickly called cops, sources said.
