The Brooklyn mother of a special-ed student is suing the city Department of Education and his teacher for $3 million, claiming the teacher duct-taped the boy’s mouth.

After the boy’s mother, Cathy Allen, complained about the punishment of her son, Nathaniel Harrell, 12, in April 2009, the school suspended the boy, her lawyers charged. The city declined comment.
