An e-bike rider was fatally struck by a hit-and-run driver in Chelsea early Sunday, and the driver was later charged with leaving the scene of an accident, cops said.
Victim Carlos Garcia Ramos, 38, was riding the bicycle on West 24th Street around Seventh Avenue in Manhattan when the driver of an Infiniti sedan struck him from behind around 1:20 a.m., police said.

The vehicle was found unoccupied at West 24th Street and Seventh Avenue.
The 24-year-old driver, Edgar Maeda-Luca, was later located and arrested, according to cops. He was charged with leaving the scene of an accident.
