The MTA isn’t keeping its promise to Upper East Siders to limit noisy nighttime blasting for Second Avenue subway construction, local residents claim.

MTA Vice President William Goodrich vowed that the blasting would only occasionally take place after 7 p.m., according to residents who attended a Community Board 8 meeting in June.

Since then, there have been 28 detonations after the agreed-upon time, including 19 after 9 p.m., said Steve Broer, an East 70th Street resident who keeps a log of the blasts.

City Councilman Dan Garodnick said he and other officials were petitioning the MTA to keep its word.
