An elderly East Harlem woman was discovered dead this evening with a bag over her head, and her feet tied up with a scarf, police sources said.

The victim’s daughter told cops she couldn’t get in touch with her mom, Julia Hernandez, 73, all day, so she went to the Wagner Houses on East 120th Street to check on her, cops said.

The daughter got a key to her mom’s apartment from a next-door neighbor.

When she came into the apartment about 7:40 p.m., she discovered her mom’s body, cops said.

A flat-screen TV was taken from the grisly scene, sources said.

No arrests have been made.
