A newly elected member of the Community Education Council in Harlem was captured at a public meeting flipping the bird.

Ayishah Irvin, 45, showed “a lack of professionalism and respect for this council,” PTA mom Diane Tinsley complained to Department of Education officials. Tinsley noted that Irvin was next to a student.

In an e-mail response to Tinsley, Irvin insisted she meant the gesture for the photographer. “I asked her not to take pictures of me that day, so it most definitely was strictly to her and no one else,” she said.

The CECs are advisory bodies in each school district that evaluate educational programs, approve zoning lines, and hold public hearings. Irvin was one of two parents recently elected to seats on CEC 5.

A DOE parent liaison told Tinsley she found “no law or regulation that covers this behavior,” and added: “You may consider adopting a code of conduct​.”​
