ALBANY, N.Y. — New York education officials have identified 67 public schools as “persistently lowest achieving” and listed 58 for registration review, legally requiring major steps that could range from replacing the principal and evaluating the entire staff to shutting a school down.

Other options include replacing the principal and half the staff, conversion to a charter school or operation under contract by an educational management organization.

State Education Commissioner David Steiner says Thursday he expects school districts to be aggressive and innovative in attacking the problems.

The 2010 list includes dozens of New York City schools and others in Buffalo, Rochester, Syracuse, Albany, Schenectady and Poughkeepsie.
