The former head of the Civilian Complaint Review Board wasted no time retaliating against a subordinate for filing a discrimination lawsuit against the agency, the subordinate testified Monday.
Tracy Catapano-Fox had been in her role as CCRB head for just two months in 2013 when she falsely accused Winsome Thelwell, then a CCRB investigative supervisor, of destroying evidence, Thelwell testified at her discrimination trial on Monday.
Thelwell, who is now co-chair of the CCRB’s investigative unit, had sued in 2013, claiming that former CCRB Deputy Executive Director of Investigations Laura Eddin “branded” her as an “angry black woman,” the Wall Street Journal reported.
Thelwell cried Monday as she recalled feeling happy about Catapano-Fox’s appointment, hoping it would mean a “fresh start,” but instead Thelwell was allegedly retaliated against for the lawsuit.
Lawyers for the city’s Law Department countered that Catapano-Fox properly disciplined Thelwell because she shredded documents against new rules about document retention. Thelwell said the shredding adhered to the rules.
