The ex-cop charged in a massive ticket-fixing scandal is going crazy at Rikers Island — where he is kept like “a dog in a cage’’ while under daily 23-hour lockdown, according to his lawyer.

“He has almost no adult contact, and he has no female adult contact,” Matthew Kluger, the lawyer for disgraced former Officer Jose Ramos, told The Post last week. “I think this has a significant effect on him psychologically. I’ve observed significant deterioration of his mental condition.”

Ramos is “under 23-hour lockdown every day and for a period of two years,” Kluger griped. “It’s like locking a dog in a cage and just leaving it there week after week after week and not having any human contact.

“I’ve represented terrorists and murderers, and I’ve never had anyone with such restrictive bail restrictions. It’s disturbing,” the lawyer added.

Ramos was allegedly caught on tape talking about fixing a ticket during a 2008 drug investigation, prompting a wider investigation by Bronx DA Robert Johnson. The cop was later hit with additional charges — for allegedly plotting a hit on Harry Mingo, a key witness in the case.

Mingo turned informant against Ramos after a 2009 bust. He told authorities he gave Ramos stolen electronics in return for fixing traffic tickets, sources have said.

Ramos is expected to go to trial early next month in Bronx Supreme Court.

Kluger last week asked Justice Michael Gross to give his client some relief from his alleged Rikers torture by letting gal pal Gloria Castillo visit him. The judge agreed.
