The special monitor who will oversee the city Fire Department has locked horns with the Bloomberg administration over how much his law firm should be paid for its services.

Mark S. Cohen asked a federal judge yesterday to step in and decide the rate of pay after negotiations with City Hall deadlocked.

The case grows out of a 2007 civil-rights lawsuit filed by the US Justice Department against the FDNY.
