ALBANY — A clearly frustrated Gov. Paterson, warning again of an imminent “fiscal emergency,” renewed his call yesterday for the Legislature to act now to reduce the state’s looming $3 billion-plus budget deficit. If lawmakers don’t act, he vowed to begin cutting on his own.

For the first time, Paterson conceded that his effort last week to gain authority from the Legislature to make unilateral budget cuts had failed, saying, “So far, there has not been a resounding response to this proposal.”

Not one of the 212 members of the Legislature endorsed the plan.
