A retired Army sergeant walked into the federal building that houses New York’s FBI headquarters in Lower Manhattan and claimed to have an “IED” in a van parked nearby Wednesday, officials said.
Gerardo Checo Nunez, 33, told workers inside 26 Federal Plaza that he had the improvised explosive device in a white van parked outside a Starbucks on Worth Street close to the federal building, cops said.

Cops rescued a dog that was in the van, police sources said.
