Toupée-wearing former City Council President Andrew Stein was sentenced today to no jail time and 500 hours of community service after he pleaded guilty to charges that he made false statements to the IRS and investigators probing his $2-million-plus tax scam.

Stein, 66, who once dreamed of becoming the nation’s first Jewish president, was busted last May — along with crooked money manager Kenneth Starr — for not paying taxes in 2008.

Prosecutors said Stein used a shell company called Wind River LLC — which was funded in part by Starr — to hide his income and expenditures.

“I was irresponsible in my financial affairs in not paying my taxes when I should have,” Stein told Manhattan Federal Court Judge Ronald Ellis. “It was wrong.”

Starr, whose celebrity clients included actor Sylvester Stallone, pleaded guilty to defrauding his clients out of $33 million and was sentenced on March 3 to 7 1/2 years behind bars.
