HERKIMER, NY — An upstate woman has been charged with second-degree murder for running over a bound man who she claims promised her $180,000 if she ended his life.

Francis Nelson’s body, its hands and feet tied, was found on a road Tuesday. Jennifer Riesel, 28, of Little Falls, outside Albany, said the 74-year-old man was a friend and had asked her to kill him. Investigators say no money changed hands.
