The infusion of funds could also pay for updates and repairs to the century-old North River Tunnels damaged by Hurricane Sandy, the refurbishing of Kennedy and La Guardia airports, building a Moynihan Train Terminal at the James Farley Post Office site, completing Phase 2 of the Second Avenue Subway to East Harlem and rebuilding the Kosciuszko Bridge.
