Sen. Kirsten Gillibrand wants to dedicate $1 billion in loans and grants to help build 2,100 grocery stores in areas around the nation that lack access to fresh food. Gillibrand says the measure would help about four million New Yorkers by providing funds for more than 350 stores statewide. The law would provide startup grants and loans in rural and urban areas to expand access to fresh food and to create jobs.
