ALBANY — The Legislature’s top Republican is predicting a victory over Gov. Cuomo by thwarting what lawmakers see as a gubernatorial power grab.

Cuomo’s state-budget proposal would allow him to transfer money among agencies for what he calls a cost-saving centralization of “back office” functions.

“I’m fairly confident that that language will be removed” in the final budget for the next fiscal year, Senate Majority Leader Dean Skelos (R-LI) said yesterday.

“We feel that the Legislature is part of a process, and we’re going to maintain that separation of power and integrity.”
