ALBANY — Gov. Paterson announced a partial thaw yesterday to the unprecedented hard-times freeze he put on road and bridge projects.

Paterson said a new round of emergency spending bills expected to pass the Legislature Monday would include money for 343 construction projects funded entirely with federal money, including the $433 million effort to replace I-95’s Alexander Hamilton Bridge between Manhattan and The Bronx.

The decision still leaves in doubt funding for hundreds of other projects upstate and on Long Island.
