ALBANY — Gov. Cuomo is floating a proposal that would allow more video gaming parlors throughout the state — including one in the outer boroughs — should voters reject his existing plan for Las Vegas-style casinos upstate.

“The irony is that if people vote against more gaming, the governor is going to give them more gaming anyhow,” said one source close to the negotiations.

The draft bill, sent to Legislative leaders yesterday, would allow for additional video gaming parlors with as many as 5,000 video gambling machines, according to a copy of the legislation obtained by The Post.

“If the casino referendum fails, we will propose offering more high end VLTs to combat the loss of revenue to neighboring states and secure new funding for our schools,” said a spokeswoman for Cuomo.
