An Upper East Side assemblyman and residents are fuming over garbage-filled trailers rumbling down their streets — in what they say is a violation of a city contract that calls for barges to remove garbage.

The hauler violated an agreement with the city when it trucked garbage from the East 91st Street site and potentially put residents at risk, said Assemblyman Micah Kellner.
