About 200 yellow-cab drivers descended on City Hall yesterday, angrily protesting a bill on Gov. Cuomo’s desk that would allow a special type of taxi to pick up hails in the outer boroughs.

The cabs could start rolling in January, pending Cuomo’s signature.

Medallion owners are worried that outer-borough cabbies, who’d be barred from cruising Midtown and Downtown Manhattan, would ignore rules and poach customers.

Some taxi groups charged that Mayor Bloomberg paid off state Senate Republicans with a $250,000 in contributions.

“It’s hard to compete when you have someone who bought a third term and is also buying bills,” said David Pollack of the Committee for Taxi Safety.
