Manhattan District Attorney Cyrus Vance Jr. yesterday urged state lawmakers to pass legislation that would turn serial domestic-violence offenders into felons, ideally stopping them before they kill someone.

“This bill will save lives,” Vance said, noting that the number of domestic-violence complaints had risen citywide to more than 250,000 a year.

Under current law, offenders can be charged only with a misdemeanor as long as there is no “serious physical injury,” for instance, a broken bone.
