A horde of frenzied fans swarmed Justin Bieber yesterday at the Herald Square Macy’s — sparking a near-riot when the 17-year-old heartthrob desperately shoved away a plainclothes cop that he had mistaken for a crazed fan, officials said.

The pint-size songbird was launching his Someday fragrance line at about 3 p.m. when he decided to go off script and stroll out to meet his public.

The NYPD quickly set up a pen so he could safely wave at the masses, but a crush of teenyboppers knocked down the barricades and surged forward, cops said.

Bieber’s terrified push of the plainclothes officer added to the commotion, sources said.

Meanwhile, Moshe Benabou, a member of the teen idol’s security team, was arrested after ignoring police orders to rush the superstar inside, law-enforcement sources said.

Benabou, 47, of Panama City, Fla., was cited for disorderly conduct.

Through it all, Bieber remained unhurt.

“It was a momentary, well-intentioned misunderstanding,” said his spokesman, Matthew Hiltzik. “And the event went well.”
