A man found by cops lying drunk in the road next to a banged-up car in Queens was charged in the hit-and-run death of a handyman, authorities said yesterday.

Victim Roger Hernandez, 37, of Sunnyside, was struck as he rode his bicycle just before 10 p.m. Wednesday.

Later, cops said they found Alex Batista, 25, passed out next to a dinged-up Infiniti.

Batista was charged with DWI, vehicular manslaughter, leaving the scene of an accident and marijuana possession.
