Incoming Gov. Kathy Hochul appointed women to two top government posts before her official midnight Tuesday swearing in to replace disgraced outgoing Gov. Andrew Cuomo as New York State’s 57th chief executive.

Hochul — who will become the first female governor in state history — tapped Karen Persichilli Keogh as secretary — the most powerful aide in state government.

She also named Elizabeth Fine as counsel to the governor, the point person on all legislation and legal issues.

Keogh served as state director for then-Senator Hillary Rodham Clinton and served as campaign manager for her successful 2006 re-election campaign. She worked on health funding issues for the senator following the Sept. 11 attacks.

Keogh also served as a senior adviser to former Mayor Mike Bloomberg’s 2009 re-election campaign and worked on Kirsten Gillibrand’s transition from congresswoman to senator.

She also most recently served as the head of philanthropy at JPMorgan Chase & Co.

But Hochul and Keogh were forced to confront questions about potential conflicts with her husband, lobbyist Michael Keogh.

Michael Keogh is a partner at Bolton St. John, one of the New York’s top lobbying firms whose stable of clients have issues before the state.

Georgio DeRosa, the father of Melissa DeRosa, who served as secretary to Cuomo, is also a leading partner at Bolton St. John. Melissa DeRosa also pledged to recuse herself from any issue involving her father.

Government watchdog groups raised conflict-of-interest concerns.

“It’s constitutionally required that the secretary to the governor must be a first-degree relative of a Bolton-St. John’s partner,” Bill Hammond, a health analyst with the Empire Center for Public Policy tweeted sarcastically.

A Hochul spokesperson responded, “Recusals will be put in place by midnight to ensure that any New York State business relating to the Secretary’s spouse will be delegated in order to prevent any appearance of conflicts of interest.”

Elizabeth Fine is executive vice-president and general counsel for the Empire State Development, the state’s major economic development agency.

She previously served as the top lawyer at the City Council from 2006-2014 and was counsel to US Attorney General Janet Reno and special counsel to then-President Bill Clinton in the 1990s.

Hochul, in a statement, said, “Karen Persichilli Keogh and Elizabeth Fine bring the depth of knowledge, leadership,and experience that it will take to meet the challenges New Yorkers face.

“As Governor, I will assemble a strong team to turn the corner on the pandemic and serve the best interests of New York, whether it’s defeating COVID, getting more people vaccinated, or strengthening our economy.”

Hochul will be sworn in as New York State’s 57th Governor — and first female chief executive — by Chief Judge Janet DiFiore in a private ceremony closed to the press.

She will be joined by her husband William Hochul Jr. — a former US attorney in Western New York and a powerful executive at Buffalo-based gaming company Delaware North — and her two kids, Will and Katie and their spouses, according to a Hochul spokeswoman.

She will later hold a ceremonial swearing in the state Capitol building at 10 a.m.

The new governor will then meet with Senate Majority Leader Andrea Stewart-Cousins (D-Yonkers) and Assembly Speaker Carl Heastie (D-Bronx).

Hochul is scheduled to deliver a virtual address to the public at 3 p.m. Tuesday.
