MIAMI — Hurricane Irene was downgraded to a tropical storm as its center moved across New York City, the Miami-based National Hurricane Center (NHC) said Sunday in a 9 a.m. ET advisory.

The storm was producing winds of 60mph (100kph), the NHC said.
