The city’s technology agency — which was rocked by the CityTime corruption scandal involving consultants — has one consultant on the payroll for every two employees.
Rahul Merchant, the new chief of the Department of Information Technology and Telecommunications, testified at a City Council hearing that the agency has 1,111 employees and 603 individuals working as consultants.
He said the number was “just about right” compared to the private sector.
