Republican gubernatorial candidate Carl Paladino wants to turn New York prisons into dormitories for welfare recipients, where they would work in state-sponsored jobs, get employment training and take lessons in “personal hygiene.”

Welfare recipients who voluntarily move to converted prisons would work for the state, Paladino said, while guards would be retrained as counselors.
