ALBANY — Legislators and advocates expect Gov. Cuomo to propose tuition increases for public universities when he unveils his state budget on Feb. 1.

With deficits exceeding $10 billion, Deborah Glick, who chairs the Assembly’s Higher Education Committee, fears the budget will also reduce financial aid and fail to provide adequate funding.

Cuomo did not immediately respond to calls for comment.
