Gov. Kathy Hochul’s longtime press secretary has resigned amid allegations of sexual harassment and creating a toxic workplace, The Post has learned.

Top Hochul aide Avi Small officially submitted his letter of resignation Friday after being suspended pending an investigation into a sexual-harassment complaint against him.

Hochul’s office confirmed Small resigned but declined to comment further.

The governor’s press secretary was put on leave last week when a staffer complained he inappropriately touched them at a bar in Albany after a staff retreat last month.

A Hochul rep said an investigation into Small had “substantively concluded” and the administration is “not aware” of any criminal referrals made in connection with the matter. The governor’s office would not comment on the findings of the probe other than acknowledge Small had resigned.

The state attorney general’s office said it has not received any referrals related to Small.

A rep for the Albany police department did not respond to a Post request for comment. 

Small didn’t respond to a request for comment, either.

Small had also been the subject of a hostile-work-environment complaint in early 2024 for allegedly berating staffers, Politico reported Thursday.

Hochul, who took over after then-Gov. Andrew Cuomo’s resignation amid sexual-harassment allegations against him in 2021, vowed to rehab the culture of the executive chamber at the time. Cuomo has denied all of the accusations against him.

“When my term ends, nobody will ever describe my term as a toxic workplace environment,” Hochul vowed.

Erica Vladimer, founding director of Harassment-Free Albany, wrote in a statement to The Post on Friday after Small’s resignation, “Recent reports indicate that the executive chamber’s worker protections and accountability protocols have significant gaps that need to be addressed.

“Mr. Small’s resignation should not close the book on transparently rectifying these deficiencies.”

The governor was particularly close to Small, according to sources with knowledge of the office’s workings.

Small would frequently travel with the governor in his role as press secretary.

He took over as press secretary in mid 2023 after serving as a deputy in the office since 2021.
