The city’s Law Department has refused to defend a high-ranking police official who pepper-sprayed Occupy Wall Street protesters last year, an angry Police Commissioner Ray Kelly said yesterday.
Two women have filed a civil suit in Manhattan federal court against Deputy Inspector Anthony Bologna, and the city’s decision could leave Bologna liable for monetary damages.
“That was not a decision made by the Police Department, it was a decision made by the corporation counsel,” Kelly said.
“I think it can have a chilling effect on a police officer taking action.”
