The state has been routinely — and illegally — “hogtying” juvenile suspects, a Manhattan judge has found.

In a decision released yesterday, Supreme Court Justice Milton Tingling found the state Office of Children and Family Services, the agency charged with running the juvenile-jail system, has been ignoring its own rules and protocols by routinely shackling even nonviolent prisoners with joined foot-and-hand shackles as they travel to and from court appearances.

Tingling found that policy is in violation of the law, and ordered OCFS to stop the practice immediately. An agency representative said officials had not yet had an opportunity to review the decision.
