A commission established by Gov. Cuomo to investigate the response of utilities to Superstorm Sandy has found questionable business relationships between the Long Island Power Authority and a consultant.

The Moreland Commission’s final report yesterday recommends federal prosecutors examine links between LIPA and Chicago-based Navigant Consulting Inc., which billed as much as $500 an hour.
